Is this route limited to the original judgment creditor and debtor?

CPR 73.10ZA(1)Does the legal-adviser decision date automatically start fourteen days?
Paragraph (2) identifies service of notice or awareness of the decision. The date the adviser made the decision does not itself replace those events.
CPR 73.10ZA(2)May a later formal notice erase known earlier awareness without review?
The rule expressly includes awareness. Preserve both actual events and resolve which event controls; do not silently choose the later date.
CPR 73.10ZA(2)Must the request include a summary and explanation in every case under paragraph (3)?
